Quick answer
Which type of electric heater is cheapest to run? Per kWh they cost the same. The cheapest in use is the one that gives you comfort with the fewest kWh — usually a small heater with a thermostat used in one room.
The simple formula
Cost = power (kW) × hours on × price per kWh. A 1kW heater running at full power for one hour uses 1kWh. At 25p per kWh that's 25p. A thermostat that cycles the element off halves or better the real-world cost once the room is warm.
Why "low energy heater" claims can mislead
Plug-in resistance heaters all turn electricity into heat at almost 100% efficiency. No heater magically produces more heat from the same electricity (heat pumps are the exception, but they're not plug-in fan heaters). What you control is how much heat you need and for how long.

Where Keilini Heater Pro fits
Keilini Heater Pro is a compact ceramic PTC fan heater. It starts producing warm air in around 3 seconds, spreads it through a 90° grille, and runs at roughly 36–45dB. A built-in thermostat holds your chosen temperature, a tip-over switch cuts power if it is knocked over, and a timer switches it off after 1–12 hours.
It is designed to warm the room you are in — not to replace central heating for a whole house.
